Cella Molnar & Associates, Inc. (CMA) is the public involvement consultant for the City of Lynchburg’s Main Street Renewal Project, Phase II of the city’s downtown utility and streetscape project. Main Street Renewal is unique because of the unprecedented coordination with Appalachian Power to replace aging infrastructure in five blocks of downtown.

The joint project includes replacing the aging waterlines and power systems underground, updating certain sanitary and storm systems, and updating streetscape features.  Appalachian Power’s portion will modernize the underground electrical system, improve reliability and provide for future development.

An extensive Public Involvement Program is in place that includes public meetings, block meetings, and individual outreach to property, business owners and residents.  Newsletters, and e-blasts are distributed to the affected stakeholders in the downtown area, along with notifications of road closures, water shut-offs, and responses to design and project inquiries. Project website content is created to keep the public informed, and a construction handbook was created to give the businesses helpful tips on how to negotiate through a construction project at their front door. A high level of coordination with City staff, emergency and parking services, and the downtown business association, regarding access and impacts, is ensuring a positive atmosphere.
